Need For Speed: Carbon is being released simultaneously on the Playstation 2, the Playstation Portable, the Xbox, the Xbox 360, the Gamecube, the DS, the Game Boy Advance, the PC, and “Wireless.” Then it's released for the Playstation 3 and the Wii a few weeks later. If by Wireless they mean mobile phone platforms, that means at least two more code bases, one for phones that run native code and one for phones that run Java bytecode. Possibly a lot more.
One game, twelve test and debug cycles. The amount of human effort required to do this is staggering. It's like the early days of the microcomputer, when programs had to be individually ported to the Apple II, the Commodore 64, the TRS-80, the BBC Micro, the Atari 800, the IBM XT, the Sinclair Spectrum, the Acorn Atom, the Apple II+, the Apple IIe, the Apple IIc, the Apple IIgs, the Apple III, &c.
